They say when robbed of sight, humans immediately panic. That's just not true. She's not panicking...at all. She can't see her fingers waving in front of her face and she can't feel anything over her eyes, she's heard people come in and out of doors right in front of her without a flicker of light, she has no idea how long she's been sitting down here...but she's not panicking.
Really. She's fine. The concept that she's somehow been blinded (temporarily, right? of course!) isn't scary. She'll be. Fine. She just has to figure out how to get out of here and find the Doctor and he'll fix whatever's wrong.
It takes the Doctor a while before he determines accurately where they've taken Rose. Some beyond-sterile medical facility in the heart of the city. Beyond that, what's been done to her he hasn't got a clue.
He manages to infiltrate the facility with copious amounts of sneaking, his usual charm (albeit a bit strained knowing she's in there in the first place) and minimal overuse of his psychic paper. He's found the right floor and got past the staff by claiming he was there to assess one Rose Tyler for transfer to a more secure facility. And to be left alone while he does her evaluation.
Until he shuts the door on the medical staff outside, Serious Doctor Is Serious. But once the mechanism clicks and he's certain it's not deadlock sealed, he turns, standing by the door, and gives Rose the most ridiculous wide grin ever. "The Doctor is in! C'mon Rose, it's time to go!"
She can hear people milling about outside, hear the door open and someone enter, but she makes no move to look toward them. There isn't any point, and she's remaining calm. She's very calm until it's the Doctor who speaks. She's been here long enough to be able to turn her head toward where (she thinks) he is even though she still can't see anything, and she smiles expectantly. "Doctor! I'm over here, I don't think they've got anything on me, but I can't see the way out."

Well hadn't he been the damsel in distress? The Doctor had been held captive for quite some time, and honestly when it came down to it, it was his fault. He wanted to protect Rose, but in the end hurt himself.
He was weak, even dehydrated for a Time Lord, and didn't recognize her initially with the sudden exposure to light and she was blurry until he was able to focus. Her name came out as a whispered, "'...Ose'?" But he at least still managed to smile.
He should consider himself lucky this happened a few years into a steady companion, because a new girl would have some serious trouble turning around and finding the Doctor wandered off in the first place. Finding out he'd done something monumentally stupid, even for a Time Lord, and gotten shipped off of the planet to some sort of prison-slash-mining facility designed for difficult prisoners like him? It's better she not think about that.
Anyway, even being as well capable and if she did say so herself downright clever and brilliant as she happened to be, and even knowing how to get to some useful storage rooms in the TARDIS for equipment (not, unfortunately, enough about flying her to swoop in and nab him. still.) it took weeks to figure out where he was and almost a full month afterward to arrange transport with the rebellious locals and find a gap during an uprising to get out there. Frankly, she's a little terrified. Even for a Time Lord, if she understands the conditions they're exposed to...it can't be good for him to be there

"Yeah... 'ppose it... id." He smiled, reaching up to touch her hand. "How did you... ind me?" He voice kept cracking as his throat was terribly dry. But he was extremely relieved to see her before him. Rose Tyler, always fighting and very real.
