Of course, same as with the bill giving DC voting rights.
If the republicans do it (like they did with the handgun repeal amendment) its dirty, underhanded politics.

but if the democrats do it (like the AWB reauthorization they attached to the gun manufacture bill) its brilliant political strategy.
