On this, I have to disagree. If you watch the whole thing in context ( HOTEL TANGO TANGO PAPA (COLON)//youtu.be/J4N9AwyYd2o ) it's obvious he's using "Detroit" as a metaphor for the auto industry. He wasn't discussing the actual city of Detroit. Whether or not the bail-out was a good idea or not is a whole 'nother story.
As for the anti-Midas Effect: The Big O isn't doing it all by himself. He has had a lot of help here. Dem (mis)administrations of Detroit since 1961 (the year the O-ster was born) an unbroken line. It's a Dem thing, not exclusive to the O.
As for the O-ster, there is more than enough that's damn-worthy already. You can't lay the bankruptcy of Detroit at his doorstep and his alone.
