question for MMers..

Hello, I just found a nice room in a high rise in the city. The only problem is, its window doesn't open!! Is it realistic to think I might be able to change this somehow? As in... hire a professional to come in and cut the glass or whatever it is they do, and fix at least part of it so it can open. Or is there some reason (to do with building structure/safety regulations etc I guess) I wouldn't be able to do this? This is the second room in Melbourne I've found that's been great for me except for this one point, and it's a real bummer.
