Hire out a hall. That's what I did for my 18th. You could easily find one near a train station, and it will definately be under $500. And underage kids are fine, as long as you're not supplying them with alcohol (not that anyone would check, unless you get raided or something...) You could make it a costume party, or have a theme, or play party games... for my boyfriend's party we had a massive pass-the-parcel where you win shotglasses and stubbyholders and other random stuff, and then in the middle was a bottle of Jack. It was awesome.
As the above poster said, probably try a hall? I used a function room at a pub, but it turned out that their policy is not to do 18ths - the person who originally booked it for me said they were fine, though, so they couldn't go back on that after we'd booked. :D I had a karaoke machine and borrowed a Wii and TV from a friend, people had fun and it turned out to be about $550 including food. I didn't put a bar tab on because I don't drink alcohol nor did I want to supply it.
I had to work on my 18th so my friends went to my house and partied without me, when I knocked off work at 10pm I had to rush home and catch up to em hahaha. I honestly can't remember a damned thing of the whole night and there was a whole fridge of alcohol consumed. We spent a grand on booze alone. amongst about 9 of us?

I agree with everyone else, hire out a hall or something that should be ok to use and it should be within budget!
