 I hope now on government/military disallow all live coverage of any *live* mission conducted by security forces AND LET THE SECURITY FORCES RUN THE SHOW. They are putting their lives in danger - and everyone else needs to do whatever is best for their operation.

These are all right questions. What I'd add to your list..
1. Need a national plan to combat terrorism. Should be a cabinet-level position. Even if we had a competent home minister (and god knows how useless the current one is), it might not be sufficient.
2. Secure the borders please! This includes all naval & land borders with neighboring countries (aren't they all hostile anyway? Pakistan, Bangladesh, China, Nepal?)
3. Start a national 'nahin chalta hai' campaign. We have been a nation of 'chalta hai'. I say Enough is Enough, damn it! Let's get the Bollywood stars to produce an entire series on how "we the people" will not tolerate this nonsense. More on this topic later...
4. As Prem Panicker rightly commented on Twitter, let us drop this national/political obsession to win a Nobel Peace Prize for righting relations with Pakistan. Let's take our new-found attitude/inspiration/confidence of the Indian cricket team in staring Australia in the eye and 'not blinking' and apply this to our national security policy.

Why just a "national plan to fight terrorism"? As one of the other comments points out, what about the lives lost to Naxalism? Mafia and other crime? Goondaism?

Let us recognize that we're a lawless society, where the criminals not only operate with impunity, criminality is seen as a plus point by the political parties.

We need an independent, well equipped, well paid, and accountable anti-CRIME force - and not just an anti-terror apparatus.
