Y'know, once upon a time I worked in costume design/drafting/production and was "hired" by a local theater chain to do replicas of things for big movie openings. This was in the pre-digital era, so I spent a lot of time studying stills and frames of film from trailers to get details of the outfits so we could reproduce them for celebrity doubles at the grand openings. (Got paid with essentially a free pass to see any movie in any of their theaters at any time, with free drinks and popcorn if we brought our own cups. Not bad.) Soooooo.... To my eye, it's possible that the word isn't regulate (which would be a hoot), but might be something like regular (which could be REALLY gross, but embarrassing to the victim). If you look at what you can see of the mostly hidden letter in picture 4, you can see the bottoms of two "feet," the first of which is too close to the right-hand stroke of the A to be the upright stroke of a T. The distance between the two, however, would be about right for the bottom of the two strokes of an R. Could

I do have to wonder why the De-gun is of a completely different style than all the rest of his swag. It's not black, it has no spikes, and instead looks very steampunk-ish with its sort of 19th-century antique look. I wonder why this one item is different.
Old invention- he started working on it in gradeschool, before he got his current style. I mean, look at that magnet-hat costume. Definitely not his best work, but that would be between the De-gun and the spikes.
