I wouldn't be surprised if the child labor laws, along with many other rules, were "bent" where Metz was concerned. After all, the whole point of the child labor laws is to prevent harm to the child and this child obviously could not be harmed. He was also an incorrigible show-off, as we know from the movie, and might have started showing up at major fires and other disasters while his age was still a single digit, in the hope of getting on TV. He might even have given the live TV news crews a lift to the scene if the streets were blocked off. The first footage of him rescuing people from a fire might have to be judiciously edited because of him flying into the fire in ordinary clothes and coming back out with nothing covering his body but ashes and soot, so he might have gotten his first costume at quite an early age. Probably the title "Metro Boy" came with it. Someone said something in a previous thread about him being frequently yanked out of school to deal with emergencies, and I can see that. So he would gradually take over more and more of the emergency response services. Does Metro City even have any fully functioning fire trucks anymore, or just a few antiques that get trotted out for parades? So maybe after Megamind takes over, he will develop firefighting bots.
I think they still do have a couple, I recall seeing a modern-looking one in Meg's darts game after he took over.
But yeah, I agree with a lot of the conversation, it's likely Metro City took full advantage of having a superhero and became complacent. Which might explain why they were so quick to embrace a new hero, they simply could not imangine life without one.
Though I wonder if this takes some of the happy out of Megamind's happy ending, sure Megamind will try and keep people happy to get positive feedback but he's more private and needs time to you know brainstorm, something he isn't going to have with his new hero job. I also at some point he'll resent the expectations placed upon him and might try to slack off only for the city to hold his past over him until one day he snaps and either violently lashes out at Metro City or jets off to somewhere else.

It makes sense to me. Super powers or not his awareness can only be at so many places at once.
