I'm getting a little sick of 'official rulings' that aren't in the addenda, and being expected to use that tripe. Nor will I, until they're put into a listed sanctioned source.
I consider the restrictions on oaths with mortals to be over-clarification and against the theme of the books. I consider the ruling that to take advantage of merit granted oaths, you must have the pre-reqs to be not only stupid, but against example oaths and the themes of the book. I consider many of the attempts on forsaken-ooc and lost-ooc to 'clarify' the rules to be the purview of the local storyteller, not a player asking for a ruling to attempt to batter their local STs into using someone else's ruling.
Some things really DO need clarification, as the rules are unclear in their wording.
To follow up, no one wants the OWBN rules balkanization issues. However, everything that makes it into the addendum is not good. There is also a lot of things that should be in the addendum are not.
Unfortunately that often turns into, "Well I am going to appeal your decision since I know the next higher officer will overturn you."
The Cam appeals system really needs to get beyond overturning decisions and focus more on referring cases back the lower officers. Tell them what they did wrong and let them correct it. Of course, the one time the US NST actually did that it became one of the biggest stinks the Cam has had in years.

But let me ask this:
Isn't it a good idea for the rules to be uniform? should rules change when VSTs do? Isn't that what these rules help fix?

They tried that last chronicle until it got cracked down on. I still won't accept a 'rules' unless it's in a book or the real addendum.
So tired of hearing 'But I asked the AMST, and they said it worked this way.'
