As far as de-stenching plaster - if it is sound, even if it has unkeyed from the lathe you can use plaster washers to rekey it and then skim coat over the top of it - that might kill the stench. Durabond, or DAP Plaster Patch or Fixall will fix any actual holes and it is suprisingly easy.
I didn't realize they had dropped the ceiling in your house, mine was too in the downstairs rooms. Can't beleive how much bigger the small rooms feel with the actual 10 foot ceilings.
In Nancy;s house, if the wallpaper is well adheared you do not have to strip it to paint. I have done this in my house and a couple of firend's houses - use drywall mud to cover the seams, prime (use a shelac based primer if it's really shiney) and paint away - if it is old wallpaper this is way easier than stripping and gives really good results.
