I'm tempted to suggest Omega, because of the lawlessness, but I doubt it has fluctuating weather. So, going out on a limb here, how about Ilos? Clearly, there aren't a lot of rules there because it's an abandoned planet out in the Terminus Systems, and there's got to be loads of things to study there. You could build your shelter to whatever the hell specifications you want, and close enough to whatever you're studying that you can walk there. The weather has been known to be somewhat volatile, too.
WHAT IS LOVE? Oh- *cough* anyway what I was thinking before I watched that video was Feros. Theres a lot of places to research there,culture to explore, and you can walk everywhere. So my vote is for Feros.
Pre-Shepard, it would have been ideal. Warm, breezy, sunny, stormy. And if you're not fussy about employers, Saren had a research facility just down the road!
I agree with tipo. Since it does have a tropic zone, if you lived a bit further from the equator, there's sure to be seasons too. ;) It's also pretty lawless there.
