I'm saying the Citadel. First off, good point about those damn shopkeepers. Plus, it seems like a small, clustered place, so you could probably have a pretty short walk to work or friends, and live in a fairly small place. Plenty of shopping opportunities. C-Sec may not be terribly effective, but it seems like they're the only kind of police that exist in the damn galaxy, so you're better off with them than on most worlds.

Also, red lights and elevators. ^^;

Definitely the Citadel!! Not only would you want to be a shopkeeper (with all those high prices lol!), but need I mention elevators? Also, the Citadel seems like a place that would be pretty cold (lots of AC? I dunno. but it doesn't give me a warm feeling). While it doesn't offer as much privacy as other planets could, I'm sure you'd make do. :)

I was going to say Illium, but when you said you preferred all that other stuff over wealth... Citadel seems a better fit.
