Yeah, that's the most problematic aspect of this whole thing.
I actually do think it's an underrated episode - the entire initial sequence between Buffy and Spike is amazing - compare the screenshot you have above with NLM:
If anything that first scene (penned by Marti?) and of course the eps previous to it set the bar so high in comparison that the wonkiness of the Willow storyline stands out that much more.
This reading fits with the Spike "you're gonna crave me" speech to Buffy, and the way Willow and Buffy's storylines are meant to parallel each other.
