in the latest news, the headline was "U.S. aims to reduce cluster bomb casualties." It seems as if aiming cluster bombs could reduce casualties, or perhaps simply don't drop them?
down under the more news world section, the headline was "U.S. aims to cut cluster bombs' civilian casualties." So we're not trying to make cluster bombs less lethal (remove the detonator?), but reducing the collateral damage. And the article (under that amusing initial headline) indicates that the real problem is undetonated bomblets.
Although there is a certain humor in the repeated use of aims. And the notion of reducing casualties from any kind of bomb. Just what are we aiming for when we use cluster bombs, eh?
