Two nuclear plants in Fukushima prefecture were affected by the Quake and the cooling system is not working properly because of the tsunami and Tokyo Electris (who owns the plants) is working hard on restoration, but none of the methods have been effective and there's no promise as to when it'll be completely restored.
Because several plants of Tokyo Electric were in the affected northeast region of Honshu Island, nine prefectures, including a few areas in Tokyo, will have progammed blackouts since Monday, 14th beginning from 6:00 am to 10:00pm.
The water suplly is cut off in more than 5 prefectures confirmed, but it is estimated that there will be more affected regions.
