Didn't Sandy do some punching in that episode? Didn't Ryan call him his Dad? How could that warrant such a low position?

He did! He punched Frank Atwood! And Ryan did pretty much call him Dad! But I suspect the very low ranking is due to the lameness of the Seth/Summer plot (they're "engaged"). Although that plot was way more entertaining (or at least less embarrassing?) than I remembered.
