Some people were jealous because they weren't as nice, so people didn't do deeds for them. So they decided to get good deeds and create chaos. It's really rather selfish.
Well look at it logically: why would someone create a hex (and from what Michael has said, a very painful hex) that forces you to do good deeds? Unless one was tired of being overlooked and wanted to be recognized and rewarded by having someone do good deeds for them. Now, obviously if it was only one name and one person that would be obvious. BUT. If you make the good deed transfer over and make it 2 instead of 1 name it makes it harder to trace back to the source and find out who is responsible for the madness. It's all rather simple, really.
