Is it true that the police here can't put many of the criminals in jail because the criminals are too strong for them?

I would venture the problem is more likely that there is no law for someone to violate to warrant being placed in prison in the first place.

An interesting question. I asked that not long ago, the answers were...interesting.

Members of the police force told me that I was merely causing trouble and to cease asking questions along those lines.

It sounds like they don't know why there's a police force.

Maybe it just discourages normal people from hurting others?

In the time that I have been in the city there have been...at least three separate occasions where people were being killed, to my knowledge no action was taken for any of the three instances, other than a bit of talk to witnesses and victims.

Honestly, I'm not sure.

The current killer is something called an angel, which I gather to be one that works immediately under a god. As for the other two incidents, I couldn't tell you who was responsible for them.
