We can define a set of goals, that includes all goals possible.
Let this set of goals be known as L.
In this set of goals L we can say that for any goal G there exists an antigoal A such that A is the goal that is implied by the non-completion or making irrelevant the goal G.
Any action B then can be said to progress some goal G, while hindering the corresponding A.
Let there be a special goal S which is defined such that at some point in time all subgoals in L shall have had been realized.
Ergo Any B promotes G, demotes A; but always promotes S.
