Yes, it's a pinata of Hello Kitty, dressed as Rei Ayanami. I don't know of a less Hello Kitty-like character for that darn cat to dress up as. Unless she's supposed to be the OOC bouncy!Rei from Episode 26 of the TV series, or the incarnation that shows up in Angelic Days.
