It might seem like surprise but isn't the pattern itself pretty common? Like that dude...what's his face? Gunther Oettinger, for example. And yeah, seems like their rules of democracy are being shoved somewhere out of sight.
I guess the level of appointing someone who doesn't even have the slightest bit of democratic-looking legitimation, this is something "new". Or, better say, something that hasn't been there before in that extent with this system.

Yeah, from this point of view when all masks of democracy are off, this is kind of "new". In this case it is pretty scary because when they don't even try to play democracy, expect something very "right", which is very wrong. No pun intended. If it gets to the level legitimacy, everyone should start getting really concerned.
