[And of course Kiritsu got enough dust up as well as nearly falling down one of the craters. He could just save himself with waving arms and falling back onto his behind. He was dumfounded as well when he saw the damage done.]

It's irrelevant that it was just a level three. You know very well that we aren't supposed to cast such things in a city!

No, but at least you should know what is okay to do and what isn't. Casting Meteor Storm on buildings, just to see if they destroy them as well as the ground is not okay or makture at all.
