Welcome to the Country of Hearts in Wonderland-oh, and don't mind that person shooting the other person over there. It's perfectly normal, honest~
-What do you mean, lives aren't that insignificant? Of course they are.
... In short? Julius is a resident of Wonderland, a world where people have a clock for a heart-a clock that can easily be repaired by the one who holds the role of the Clock Master. And when a clock is a fixed... well, then that person is reborn, to a certain extent of 'reborn.' Perhaps 'replaced' would be a better word, as it isn't the same person, so to speak. Of course, not everyone's thrilled with the idea, but unfortunately for them, destroying a clock is a grave offence, punishable by imprionsment. As one can imagine, the Clock Master isn't exactly loved by all for this. Julius would be said Clock Master-though to be fair, it's not as if he can quit. None of the roleholders can, after all.
Eitiher way, because of this, people see their inevitable deaths-and lives-as trivial. Violence and death are rampant in this world, where everyone knows they can be replaced. Even the roleholders, who are seen as more important than the faceless citizens, treat their lives with little caution. In fact, one of Julius's only friends, Ace (otherwise known as the Knight of Hearts), is one of the most psychotic people in the world, often murdering people by the masses with a smile. It's partly to help Julius, as Ace, along with the afterimage-the 'ghosts' who've yet to be reborn-helps collect the clocks before they can be destroyed. This saves Julius the trouble of having to leave his tower, allowing himself to live his life in the same monotony.
However, this changes with the arrival of Alice Liddell, a 'foreigner'-that is, a person from another world who possesses an actual heart. She's brought (or rather, kidnapped) to Wonderland by a roleholder called Peter White, the Prime Minister. After being explained the situation by Julius, she chooses to stay with him in the Clock Tower, where she still lives to this day. Although he initially tries to hide the nature of his work from her, in fear of being hated by her-as he even grows fond of her-she eventually discovers the truth. While she's disturbed at first, she accepts him and even helps him out in whatever ways she can.
Unfortunately, as dictated by the ways of Wonderland, foreigners are loved by all, which naturally attracts the company of unwanted parties. In this case, Blood Dupre, the roleholder of the Hatter/mafia boss. After deciding he wants Alice to live with him, he pays the Clock Tower a visit. Despite Julius's refusal, Blood isn't put off. Why should he be-when he didn't come for Julius's approval? Figuring that if Julius is dead, Alice will have no reason to stay at the tower, Blood attempts to kill him. He would've succeeded as well, if it weren't for Ace's intervention. Luckily for Julius, Ace happens to be one of the strongest fighters in the world, forcing Blood to leave the scene as he knows he's no match for the knight.

Otherwise known as the quote that sums up Julius in a nutshell.
First and foremost, Julius is gloomy-a word often used to describe him by others, and with good reason. The straight man of the series, he carries himself with a stoic and unfriendly aura, which is why most people are surprised to hear that he lets Alice live with him for free. He's well aware of his attitude problems and what others think of him, and, really, he doesn't care. As one person puts it, he "hates people", partly referring to how incredibly anti-social Julius is to the point where he rarely leaves the tower (although to be fair, most of them hate him back). He also notably tends to refer to many of his fellow roleholders by their respective animal (Boris = cat, Peter = rabbit, Gray = lizard, etc.) rather than their actual names. While he's not quite as heartless (pun aside) as the other residents of Wonderland and by far saner, he doesn't care about other people too much-Vivaldi, the Queen of Hearts, notes that he's not the type to worry about others. Also, like everyone else in Wonderland, his sense of morals is skewed compared to 'normal' people: violence and death aren't a big deal to him. Ultimately, they're just something that gives him more work, whether he likes it or not.
On that note, Julius is undeniably a workaholic. He does just about two things in life: drink coffee and fix clocks. Skipping meals? Not a problem. Getting no sleep? Fine by him. After all, everyone's careless with their lives, which means his work is never done. As morbid as the job is, he can't stop-"it's a perfect job for someone like [him]", he claims, referring to his introverted and cold personality. That's not to say Julius enjoys his job, however. He never outright states that he dislikes it, but he realizes that it's a "hated job" to others, who by no means envy him for having it. He seems to view it as an obligation; as said, it doesn't matter if he likes it or not. That's a fact that he understands very, very well.
That being said, Julius is noted to have low self-confidence and to be a bit of a doormat. And honestly, it's hard to blame him, given his circumstances: he's stuck with a pitiable job, everyone hates him, etc. That's not to say he's polite-because he really isn't-but he is generally the kind of person who'd just stand back and watch as things leave him. Case in point: Alice. While he does decide to stand up for himself against Blood when the man comes to take her away, he's also opted to allow that choice to be Alice's in the end, even if it means that she walks out of his life. Many times over the course of the series, he tells Alice to do whatever she likes, or that such and such is her decision to make. He rarely, if ever, forces her to do something. Instead, he acknowledges that she has her own mind and free will; therefore, he has no right to stop her from doing what she wants.
This also makes Julius one of the kindest residents of Wonderland. As mentioned before, he possesses the most sanity out of them all, being the least trigger-happy and most aware of death. However, he is, to put it simply, a complete and utter kuudere. That is, past his cold exterior, he's actually quite the softie inside, though he'll deny it horribly. Again, case in point: Alice. Honestly, despite allowing her to live with him, he doesn't expect anything from her-she's there because he genuinely cares about her well-being. Although compliments from him are rare, he does mean the few he gives... even if he tends to try and hide them, such as telling Alice that she helped him-but, you know, just barely.
[Specialties/Abilities]
If it weren't already obvious, Julius is, well, a master at fixing clocks. As long as they aren't completely destroyed and he has the proper tools, he can repair them.
Also, as is the norm in Wonderland, Julius has a hidden weapon. In his case, he can turn his wrench into a handgun. As Alice notes, though, he's not all that strong compared to other residents. If he needs to subdue someone, Ace can do it for him.

[Fighting] Julius isn't all that great of a fighter, but as mentioned, he can conveniently turn his wrench in a gun. Also, keep in mind that if you attack him, expect Ace to do something about it. :D
