I don't know if there's a 'best', but, thinking about it, here's where I would probably put them for best fit/my opinion:
* From Ashes: I like to do it either at the very beginning (to have Javik along for, say, Rannoch) or in Act II with the Virmire survivor (returning to Eden Prime).
* Omega: I think would be better done in Act II or at least after doing Aria's "recruit the mercs" sidequest from the core game.
* Leviathan: it was designed to be able to be played in small chunks, so maybe as you go? Start near the beginning, and do pieces of it through the end of Act II to watch the story unfold alongside the main game?
* Citadel: After Horizon and before Cronos Stations (and then stop playing XD )
I tend to do Omega first thing, I justify it that the Normady wasn't ready to go into space at the start of the game, that it needs some time to take on food, water and patch the odd slow-atmosphere leak.
From Ashes is also done pretty early, so Javik is around for as long as possible.
I'll do the first half of Citadel after the Rannoch act, the general tone at that point is fairly upbeat and it fits in.
Then after Thesia, I head-canon that tracking what's-his-face takes time, and in the mean time Team Normady wants answers so they go power through Leviathan.
Then before Cronos Stations the team needs to wait a day or two for the Fith Fleet to gather and ready for the battle, so party?
