I heard that they had trouble implementing the other LIs in the flashback for some reason, so instead of fixing it, they just cut them out due to time.
I hate that rumor just as much as any other explanation.
I find that rumor so suspicious. I can buy not being able to get Thane, Miranda, Jack, or Kelly because of some odd ME2 issue that they probably should have found time to fix. But Garrus, Tali, Samantha and Steve are all "truelove" flagged during ME3. Samantha and Steve don't even exist until ME3. How were they having problems putting them in?
It was some sort of flagging issue. When it comes down to crunch time in fixing bugs, leaving out someone's LI is a pretty small thing in the grand scheme of the game. It's not something that's game breaking, and it makes sense to just cut something like that than to spend resources/time on it when there are more pressing bugs.
What causes the flags to trip up appears to be kind of random at times. The Ken and Gabby conversations some how got tied to an Ashley conversation flag, so the result is that if you don't have Ashley in your party (either if Kaidan was the VS or she dies during the coup/is sent away), then Ken and Gabby never get together. All because the flags got mixed up somehow.
At this point, I'd settle for anything beyond a token acknowledgement of the ME2 LIs. /bitter Jacobmance
How does the truelove flag differ from normal LI flags? Is there another point at which it comes up, or...? I always find flagging bugs interesting for some reason.
