I'm assuming the bigger otter is the male here, and the smaller one is female, but...
You can see that he voluntarily lets go of the female otter's paw. The cameraperson focuses in on the female otter's face for her reaction so we can't really see what the male is doing in the seconds after, but then you see that he definitely winds up on the other side of the female, right? And he reaches out to grasp her other paw.
