My family went through a similar hell with my grandfather and medicare. The last several months of his life were a fight to get him healthcare (he was thrown off of his insurance for being "too sick" to continue covering, these are their words, because my grandfather had Alzheimer's and would never actually get better). My grandmother was forced to liquidate many of their assets in order to even qualify. Too sick to keep his healthcare, not poor enough to qualify for medical assistance for long term care.
Perhaps she's on the wrong plan?

Patric, That sucks.
It's possible there are better plans for her based on her medications. Unless you cost her meds against all the available plans before she enrolls, she's probably going to enroll in the wrong plan.
You can use a site like medicaresaver.com, which is completely free, to find the lowest costing plan that supports her meds, and keeps her out of the donut hole. It'll even tell you if there are other, lower costing drugs she can take and give you a letter to give to her doctor to make the changes.. still no cost or even personal info given.

Take her ti Canada and apply for their visitor insurance maybe?
