Reed Richards is, unusually, spending some time in his business office in the Baxter Building, rather than the laboratory. In his hands is a folder labelled 'Excelsior', containing the details of a proposal that bore careful study.
"Along with Captain America's training program, this 'Excelsior' might cover all our bases - help to discourage those that aren't ready to become crimefighters, while leaving the Captain's program for those we can't discourage."
After all, there's no doubt that it's a dangerous business. Reed presses a button on his intercom.
"Roberta, send Mr. Urich up when he's ready."
