Realistically, they could have gotten to D.C. quicker on their own, but if a a now sitting U.S. Senator sends you plane tickets and puts you up in a hotel room, it's best to do things by the book.
And thus, Scott Summers and Jean Grey find themselves in civilian clothes, riding in the back of a limo on its way to the capitol building to discuss the Mutant Registration Act with Senator Dell Rusk, successor to the recently deceased Senator Dornan K. Roberts.
