Summary: Heats only ever happen when the omega's biology is kickstarted by drinking bloodwine - and Tony's never drunk a drop. Part of that was because his father made it clear how omegas could be taken advantage of during their heats, and part of it was because the few times he made a decision to take part of the ritual, his partners always managed to make him regret that choice.
Now, on the Avengers team, he wants to help his fellow omega out, help Bruce show Natasha that he's interested in having her court him, and Bruce tries to put off Tony by saying he'd only take part of the Dance if Tony himself did so. And Tony, well, he's old, right? Who'd want an old omega? And he could finally take part of a ritual he'd forever denied himself under the watchful eyes of Wardens who would keep him from being taken advantage of.
Only Tony didn't expect anyone to choose him, least of all Steve Rogers. But little did he know that Steve Rogers has a different reason for choosing Tony, and that there was another alpha waiting in the wings, hoping to court Tony himself.
