There's something about the equation Gene Hunt + Foreign Country that just screams for an answer of 'Spain,' and his little mystery trip between series 2 and 3 of Ashes has always been a matter of some curiosity for me. What a way to explain it!
The temporal wonkiness doesn't bother me-- I read your explanation and I'm perfectly willing to suspend my disbelief in the name of fic... or to allow the time-travelly/dimensional weirdness to happen. It's harder to believe that Gene would let his coat go in a poker game! I suppose he probably figured it made him a bit too identifiable in any case, eh? That or he was too hot and didn't want to carry the heavy thing around anymore! :P
I really enjoy the interaction of bored-vacationer-Sam and on-the-run-Gene. It's like... Sam needed some spice in his vacation and for someone to show a real interest in him, and Gene needed to feel a sense of trust and connection with another person after so much uncertainty and they just filled the gaps for each other so perfectly and don't I just WISH I had ever had a holiday romance that actually managed to be that meaningful without even trying. *sigh*
Then there was sexiness with perfect banter-y dialogue and yah-- I agree with Sam that I'd let Gene throw my weight around just about any time at all. ;)
And the ending-- there's so many ways to interpret it! Personally I like to think Gene is offering a timey-wimey transfer and Sam subconsciously accepts, gets hit by a car and ends up in 1973 with a version of Gene Hunt who is only too happy to remind him that he 'put in for it'!
Ow, my brain hurts. But in a good way! Thanks so much for using the prompt so creatively and blowing my mind with this fabulousness! <33333333333333

Yeah, I wanted to create some sense of what he'd been upto all that time before he ran into Sam, and I imagine it is pretty heavy.
