I have several German HP comms friended on LJ, but people rarely post there these days. And some of the HP writers seem to have wandered off to other playgrounds as well. :-( It's a pity. We had two ficathons at ficathon_de - which was fun. The quality of the drabbles, of course, was of all sorts.
There is daily-drabble.de, khana is responsible for that one, but again, no mod in the sense of quality control.
I wish more of the good German H/D writers would write in German as well. But most of them even don't want to think about reading German fanfiction, however well-written. And there's not much fame to gain from writing in German, lol.
I would promptly visit your archive and read there, should you ever create it!

You raise an interesting point here, about anyone old enough migrating into the English speaking communities while the native communities are left with the younger folks. It is something I definitely notice in the German HP fandom as well: people are younger - though not all of them are immature.
Another problem is that whenever someone writes in a language other than English, this reduces the chance to share the story. Not only does the story have a smaller target audience, but you can't even share it with all your International friends. This sometimes frustrates me to no end, because I really like to write in English and in German.
