Yep, written by fans. It's not exactly 'published', it's more to 'printed'. You know there are manga con and such right? In China, there are a lot of conference for certain title, for example: Dao Mu Bi Ji yaoi conference. They sell anything related to yaoi of the novel characters, either cosplay book, novel or manga.
