тут написано, что у новоявленной черной администрации в детройте изначально не было иного выхода кроме воровства (ведь белые массово выехали и таким образом лишили город ренты), так как иначе эти политики не смогли бы поддерживать собственный статус и уровень жизни на уровне приличного буржуа.
