Character's Name: Peter Kirkland / Sealand
Character's Age: 12 (Physically, anyway. He's actually been around since the 40s as Fort Roughs, and the 60s as Sealand. So, like most Hetalia characters, he's older than he looks.)

Well, despite being older than he appears to be, he is mentally, physically, and emotionally still a child. However, Sealand spent many years living on his own after gaining his independence and before selling himself on the internet. He's optimistic and pro-active to a fault, and should be able to take care of himself. Not that he won't go running to a grown-up with his problems if there's one that will listen. He totally will, but he'll survive if there isn't.
What form will your character's NV take? Sealand is getting an iphone with the works.
Abilities
Character's Canon Abilities:
Besides being the personification of a seafort turned micronation, Peter is a fairly normal kid. He's pretty tech savvy, especially regarding radio equipment.(His house is essentially a huge pirate radio station.) Having been a military base as well, he also has some familiarity with weapons, but no experience actually using them.

Since being a personification doesn't really grant him any useful powers, I wanted to give him something a little more overt to play around with. Because he has lived his entire life surrounded by water, he'll have the dormant ability of hydrokinesis. (The ability to control water with his mind.)
At first, it will only allow him to control small amounts of water, but will eventually grow to allow greater manipulations. However, it will not allow him to create water, so he'll have to have some liquid handy if he wants to do anything with it. It will also be very difficult to learn to control without a teacher.

http://hetalia.shoutwiki.com/wiki/Sealand In the 1940's the British government built a sea fort to defend shipping lanes during the second world war. After the war, the fort was abandoned. A pirate radio broadcaster took up residence there and declared it the country of Sealand, based on the fact that it was too far out to sea to be considered British territory. That said, no one acknowledges Sealand as a nation. Although, apparently, in Hetalia canon, lack of acknowledgment does not prevent you from having a nation-tan.
Peter Kirkland, or Sealand, is the youngest brother of Arthur Kirkland(England). The two fight often about Sealand's desire to be a true nation. Arthur has made several efforts to convince Peter to return to England. As rocky as their relationship is, England is usually the first person Peter runs to when he's in trouble. And Arthur did send help when Sealand caught fire in 2006.
In fact, much of Peter's time is spent running around and trying to convince the other nations to accept him. Mostly, they ignore him, but a few notable exceptions have emerged. He has become friends with Raivis or Latvia after Latvia once tried to give Peter an inspiring pep-talk as a 'big brother.' When Raivis broke down crying, overcome with bad memories of his time with Russia, Sealand wound up comforting him instead. He also gets along surprisingly well with other micronations. Wy was practically trying to pick a fight with him when they met because she'd been recognized as a nation and he isn't. It almost worked, but somehow they wound up going for ice-cream with Seborga and talking about soccer.
Sealand also once sold himself on E-bay. The only bidder was Berwald Oxenstierna, or Sweden. This led to Peter becoming Berwald's adopted son, a relationship that seems to be surprisingly pleasant for both of them. (I say that because that strip contains one of Sweden's very rare smiles.) He once even convinced Sweden to help him dress up as Canada and sneak into the G8 meeting. (I should note that the Hetalia canon makes a departure from history on this point, because the actual e-bay thing fell through.) While never addressed in the canon, Finland's status as Sweden's 'wife' would logically make him Sealand's 'mother.'

Character Personality:
Blunt and arrogant, curious and energetic, this kid pretty much defines the word 'precocious.' He is often bluntly honest in conversation, and lacks respect for his elders. Sealand never has any trouble speaking his mind. Couple this with unrelenting and baseless confidence and Peter can be tough to get along with. Especially since he's so persistent when he's after attention. It isn't that he tries to be rude, its more that he doesn't think before he speaks.
You have to admire his optimism, though. Despite having almost no territory, only a handful of citizens, and being ignored by the majority of the nations, he still believes that he will become a great nation someday. He rarely becomes discouraged, even though he has had no success yet. In fact, he still tries to get into the meetings that the nations are holding, even disguising himself as Canada just to take part. Curiously, Peter displays more confidence than some of the actual nations(looking in a Baltic direction here^^;) but this may just be a product of innocence vs. experience. But even when he does get depressed, he always bounces back quickly.
Despite being seen as an annoyance, Sealand is actually pretty nice. He is very supportive of Latvia and tries to cheer him up when he gets depressed. When he hears that Iceland is making similar e-bay deals, he rushes over to offer advice. What Peter Kirkland really wants, more than anything, is respect. He wants other nations to acknowledge his existence and see him as an equal. Especially his brother, Arthur. Sealand looks up to him, even if neither of them would ever admit it.
While he wants to be treated as an adult, Peter is still emotionally very much a child. As such, he will still look to his elders for support when he gets in over his head. He usually gets it too. England helped him out when his house caught fire, and he somehow convinced his papa to help him sneak into that G8 meeting. His hobbies are reflective of this as well. He enjoys television and video games, and can often be seen playing with Sweden's dog, Hanatamago.

Honestly, I'm planning to take advantage of his boundless energy and optimism to throw him headfirst into the plot. My goal is to see how far he can get on just plain old enthusiasm. (His goals involve annexing the city as part of his territory, thus creating the Great Sealandic Empire.)

First Person Sample
This would be a day or two after his arrival, upon discovery of the carnival grounds:
[The video feed clicks on and Sealand's grinning face comes into view. He's practically bouncing with excitement.]
Did you guys know there's an amusement park here? I mean, geez, how could everyone waste time talking about darkness and apartments and stuff and forget to mention something as cool as this?
[He gives a slightly indignant roll of his eyes, and then it's back to excited grinning.]
So, who wants to go with me? I figure it'll be more fun in a group. Has anyone been there before? I wanna which are the best rides.
Third Person Sample
This had to be the weirdest dream Sealand had ever had. Just a few minutes ago, he'd been trying to fix a really stubborn leak on his house, and then the world had spun suddenly out of control. Now he was standing on an old baseball diamond trying to shake off the lingering feelings of vertigo and nausea. A dream was the only explanation. Except he couldn't seem to wake up. Didn't the movies always say to pinch yourself if you think you're dreaming...?
"Ow!"
Nope. still here. He rubbed the offending arm in confusion.
"So..... it's not a dream?"
Although, now that he thought about it, that method never actually worked in any movie he'd ever watched. The young micronation figured that if this wasn't a dream, he better have a look around and try to figure out where he was. He cocked his head to one side, curiously reading the signs and graffitti on the walls. Newmeat? Finding safety in the dugouts?
"Wow, someone around here takes baseball really seriously! I wonder if this is in America's house?"
If it was, then at least getting back home would be easy enough. Just get America to call Jerk-England and have him get a plane ticket or something. Feeling entirely more optimistic about his strange situation, Sealand decided it was time to do a little exploring and set off to see what he could find.
