This is not the least bit surprising when you consider that even fairly moderate strains of Islam say "men cannot be expected to control themselves if they see an attractive woman". And because the men are the ones in control, this becomes "cover the women and blame the victims"... rather than the logical solution if that were actually true, which would be to lock the men up. In many countries in that region, women can be arrested for not being covered head to toe, men can outright rape women and face no penalties if they claim she was insufficiently covered - and the women can get arrested, beaten, even killed for having been raped. Meanwhile the men aren't allowed to talk to women socially, so the more desperate go out and harrass women just to get laid (I read an article a few years ago about how young men in some of these countries drive around with their cell numbers in the windows and have even driven women off the roads on occasion trying to find one who will talk to them... but if the woman DOES call them? she can be KILLED for breaking Islamic law). It's an appalling state of affairs, and Egypt is better than most of the Middle East.

Even in our culture, as goldfishsara says, any adult woman who isn't completely disfigured gets at least catcalled and ground-on at clubs by strangers. I saw some survey that said 1/3 (if not more) of men consider it appropriate to introduce themselves by grinding at clubs... and 10% of WOMEN were ok with it. I actually want to smack the women who encourage this more than the men; if no women treated this as ok, less men would keep doing it.
