I managed to level up to 49 and took three SP in Poison Brace. It turns Drakes & Iron Hogs greens, I know that. And though I thought I read that it can't kill a creature, I actually dropped a couple drakes with it while letting Katt, my Brown Kitty, auto-pot while I repeat fired PB on the beasties

So you use the skill, and a little green blob flies out. That blob impacts the monster, doing contact damage based on what level the skill is. It's like Bolt in that respect. But then, with a certain success rate, the monster will get Poisoned, and steadily take damage until either the Poison effect wears off, or the monster reaches 1 HP.
PB is used for Wizards who want to hunt things sometimes absurdly overpowered for their level. All they need to do is get in one successful Poisoning, then sit back and let the monster slowly die, and come back later to finish it off with a Magic Claw or something. In 3rd Job, Fire/Poison Mages get an Area Affect Poison, which allows Fire Mages to Poison entire maps of monsters (by using the skill a bunch). So at that point, a Mage would lay Poison all over the top of a map, go down and Poison the next level, repeat ad nauseum. Then they pop back to the top of the map, and kill every monster in one hit. Easy and relatively effortless training, I hear.
At least, all of this I've gleamed secondhand, so some of the information might be off.
