paypal banning

On the nexon website, they say there was an error with paypal which has since been corrected. A friend of mine wasn't aware of this error and went to charge NX with it. She ended up having her paypal account banned in the process.

Has anyone else heard of this happening and/or if paypal will unban users who charge on nexon?
