I want your opinion on exactly how much evidence we need linking these people to criminal actions before we can act on it. I want to start by getting Congress or the Department of Justice to investigate Homeland Security's involvement in Vulcanus, but right now we don't know just how much this organization has corrupted our government.

It really depends. Throwing a heap of circumstantial evidence at them and hoping something sticks isn't the route I'd go in this case. What you need is the smoking gun; an eye witness willing to testify, documents proving your case...
...No. No, just the links between MAJESTY and the kidnappings. And I'm sure they can say it's all just coincidence.
What if we did have a witness? Someone inside the organization willing to testify that they were involved in illegal activity? Would the case go anywhere, or would Vulcanus' people in the government shut it down?
The witness is key, and I think Congress may be the route to go. After the assassination on election day, there're probably some politicians willing to get behind an investigation.
