This is Glaucidium passerinum, which are widely referred to as "owlets" and are the smallest owl. There are many different species of pygmy owls, the one pictured being the Eurasian variety. Compare the bird-to-hand sizes. He's all, "I'm small? O RLY?" YA, you're RLY small!
