I didn't mind the exposition, it's something he and us both needed to know and if that road is as empty as Darius says then it's the ideal time. But yeah, low in action. It's alright, it can't be high-speed all the time, as long as the next one has more happening in it.
The history made a lot of sense to me. The Per Gathas must use a lot of influence trying to keep things as they are to keep people from inventing, though. Especially in time of war. @__@

I can see the Per Gathas' point, in a way. If inventions don't advance, people never get to the point where they're building atom bombs. Problem is, they also never get records, or movies, or airplanes. It's a interesting question: if it's worth the sacrifice of the good things to not develop the bad things. Then again, maybe I'm giving them too much credit as to their motivations. They're probably entirely selfish. ^^;;
I like the friendship building between Ryou and Darius, and the subtle changes that are taking place in Ryou. I wonder when culture shock is really going to hit. I believe the way it works is about a week or two of "yay lookit new place *_*" followed by a much slower, steady decline into "Oh god do not want send me home" followed by recovery to borderline. That should be interesting to experience in the middle of a war...
The Per Gathas have their own philosophy regarding the isolation of the various countries, something we'll eventually get to know a bit more about *dun-dun- oh who am I kidding, there's more exiting stuff out there such as lemons and fighting :P*
Ryou's culture shock is going to come in various stages; right now he's still 75% tourist. Of course Ryou was intensily unhappy back home for personal reasons, it will mitigate all he's missing from civilization a little. He's also a pragmatist. He'll survive :)
It's good to get a little bit of a framework for where Darius comes from; it didn't instill a sense of information overload when I read it, so I think you're good there. It definitely wasn't the slow realization of "how things work" that Wufei has in Freeport, but he was under other unique constraints that don't apply to this piece (his own need to figure it out himself, the Blade restrictions, etc).
Plus, as Askerian notes, Ryou probably does need a mental distraction from the "joys" of what is essentially riding a horse bareback for the first time ever (after taking a heck of a beating the night before, no less). Poor guy, he seriously needs some hot springs massage action in his future. ;)

Hot springs and massages are unfortunately not on the menu. I'm sure Darius might oblige for the last one, but I don't think Ryou's quite at that stage yet :P
Angst does seem to overwhelm the interweb, unfortunately. I don't like it much either. As for the pace, that's quite deliberate :) I'm in a moment of life where I don't have the time to write much. I started another ofic (which will probably never see the light of day *sigh) which was nice and sturdy and novel-length, and it took me so long to plan it out and write the first three chapters that I was bored of it by the time I got there. With 'Out', the whole idea is to keep myself entertained and write new chapters as fast as I can. So fast-paced, angst-lite and enegertic are the keywords here :P Glad you like it!

'Bamf' is originally from Night-crawler (X-Men), but I also saw it used in SF&F, notably in Asprin's Myth series, where every trans-world move by the characters is accompanied by a 'Bamf!' sound. In fanfiction, the 'bamf' is a means to drop characters, usually Mary Sues, into parallel dimension where they can have teeth-grindingly bad romance with the main character of their choice *loads cartridges and cocks riffle*
