In order to qualify for funding from this act, the state of Alaska had to write a law requiring all cities to pay for forensic exams for rape victims. Why did they have to do this?
Because the city of Wasilla--where Sarah Palin was then mayor--was the only city in Alaska where rape victims were required to pay for their own forensic exams. You know, so that it is physically possible for the police to identify or arrest the rapist. So that, you know, he doesn't keep on raping people.
