But if 'e is mentally unstable, there's no way we can send 'im down anyway. Best we can do is speak to 'im, see 'ow much 'elp 'e'd really be, then ship 'im off to the funny farm when 'e's no use t'us anymore.

Victims being unwilling to press charges isn't a sign of faith. It's a sign of fear of worse consequences were they to step up.
Regardless, we're not having the best luck with cases as it is. Let me know how the interview goes?
