The only people I believe we can rely on, based on how events have turned here so far-- those involved in the riot and the attack on that woman, primarily. Billy, Charlie, that Irish fellow-- Paddy-- Snoop, Ms. Parker, and Namor. They seem capable of keeping quiet around the Wardens and following through when something's asked of them.
