In Paint.NET, on the picture layer (or a duplicate layer), go to Adjustments -> Curves, change the dropdown menu on the top left to "RGB, and slide up and around until you hit the appropriate lighting that you'd like.

I just spent like 5 minutes figuring this out for you, dangit.

old entry but whatever I bearly found it, and is there a such thing as a late comment? id like to think not

anyways, for photoshop to make it brighter like that is to duplicate the layer
and then on that layers window, click where it says 'normal' and you then select 'screen' instead... or choose one of the other things on that menu.
