[He frowns a little, going silent for a moment, before grinning again and giggling a little.]
I'll admit that wasn't a very good idea.
After all, Figaro Castle is made out of stone. Not exactly flammable.

Indeed. Though abilities is such a clinical word. Too much time in the laboratories, I guess. I prefer to think of them as gifts. A much nicer word, don't you think.

That'd be the Magitek Research Facility back in Vector. Which, I admit, you're lucky not to remember. It's not a nice place. [He makes a small, amused sound.] Curse, though? Only if you let it be. The thing about tools? Those who seek to use them are often the first to get hurt by them, too.
You know what they say. You can't make an omelette without breaking a few eggs. Or an empire without breaking some humans. Or a few generals, but that's besides the point.
[He laughs.]

I was... in the lab? [ Her skin felt like it was crawling, a prickle of unease at the back of her head. Quickly she shook her head, shying away from the though, focusing instead on the latter. The Empire sought to use her like a tool didn't it? But she didn't want to hurt anyone. Not even them. ]
How can you be so cruel. Why? Was it all because of... [ Because of her? She remembered what was said when she first regained her consciousness after that fateful visit to Narshe, and then again in Figaro Castle. And then that laugh - oh god that horrid laugh. It sends chills down her spine. ]
What... what do you mean? That's... that's not even physically possible.

Oh, we were all in the lab at some point or another, being poked and prodded like good little rats. Except Leo, of course, but that was his loss.
[Another chuckle, this one sounding decidedly smug.]
Oh, being that cruel is easy. I'm a delusional, narcissistic megalomaniac, after all. [He shrugs dismissively.]
"Physically possible" sort of loses its meaning when said by someone who can conjure fire out of thin air, you know.

Who is Leo...?
[ Of course Kefka can't see it now, but she's hugging herself, closing her eyes and trying not to imagine being in that lab. Wait, His LOSS? Surely this maniac couldn't mean that being in the lab was a good thing. ]
Using magic and being able to harm someone on another world is completely different. How could you possibly accomplish something like that...?

[His mind calls up memories of the destructions wrought by the Espers, and by moving the statues out of alignment, and the smile on his face turns a lot nastier, if possible.]
You're thinking too directly again. Say you use a fire spell to burn a house to the ground. The fire spell only lasts long enough to ignite, but the effects linger a lot longer. It's a bit like that.
