I suppose that it does not. I keep forgetting that people are not from my world and that I need to explain such things. My apologies, of course. And you are exactly right on all that you say.
It was a country that the Empire conquered. It was once known as Japan, but now it is Area 11. Fitting, if you were to ask me. Everyone should be so lucky to be part of the Empire, after all, for it offers people a chance to evolve from what they were into something great.
