I do not know if it is common, but it does seem to have happened. The place I'm from has none of the technology that seems to be commonplace here. As to the question of the Library, I have not been there myself as yet, so I do not know what the restricted section is, nor how one gains access to it.

I see... I will keep that in mind. I have heard that access can be gained through teacher permission, though I am not sure about what is kept there.

I believe that something with the word "restricted" in it would have information that the professors here do not want students to have ready access to. I would think perhaps spells and potions that could work harm on another person might be contained in the books.

I suppose such a thing is expected, but I cannot help but wonder if certain books of art could be contained there. [Doubtful, Japan, stop dreaming...]
