about the header, maybe its the layout your using
some of the lj layouts are lame and dont allow for customization
i know generator (my current one) doesnt allow headers :(
or maybe its the code...

for the layout try Flexible Squares (that came out Suarez the first time i typed it :P)
you can edit that and make it look hella awesome :D

I'll have to try flexible squares then, cause I made (what I think ) is a neat header, and check my code and what not. I fail at code, so it may take me a while lol
