Heh, I have to agree with you there.
He can't be killed, not that it would do much of a difference here. He can be injured however, so as long as we have a better plan on restraining him this time it's not impossible to stop him.
First of all though we would need to take out his allies. They are the ones that helped him escape the last time and there's no doubt they'd do it again.

I know of two. He might have more.
One of them is a woman named Azula. Controls fire. She was restrained for some time, but of course nothing lasts for long here.
The other one is... tricky. She's a ghost or spirit, if you get too close to her she'll curse you. Not a pretty sight. Unless we know someone who can contain or banish spirits she'll be trouble.

From the sounds of it, a plan is needed to take out his allies first. Sounds like you know something about 'em, so it can't be that hard if enough people are informed.
Then it's him. I've never been the type to strategize on that level, but someone around here's got to have the right mind for it.

There are others that know more about them than me. I've only had a brief encounter with Azula.. but yes, if we can gather enough information it shouldn't be too much of a problem taking them down.
Best course of action would be to contact the ones who captured him the last time. They would at least know more about how to fight him.

A guy named Sokka was in charge of the operation. He would know the details better than I do, he seemed to be well acquainted with the two that brought him down.
I believe a kid named Ness went up against Walter as well, but it didn't end well. He might have some information to add.
